Add the ground beef to the pot, breaking it apart with a spatula. Season with salt, black pepper, garlic powder, and onion powder. Cook until the beef is browned, about 5-7 minutes.
Stir in the halved baby potatoes and beef broth. Bring to a simmer, cover, and cook for 15-20 minutes, or until the potatoes are tender.
Once the potatoes are cooked, stir in the frozen peas and half of the shredded cheddar cheese. Cook for an additional 3-5 minutes until the cheese is melted and the peas are heated through.
Remove from heat and sprinkle the remaining cheddar cheese on top. Cover for a few minutes until the cheese is melted. Garnish with fresh parsley if desired.
