- In a large bowl, whisk together flour, baking soda, cinnamon, nutmeg, and salt.
- Beat the softened butter and brown sugar together until light and fluffy, about 3 to 5 minutes.
- Incorporate the eggs one at a time, then add apple cider and vanilla, mixing until just combined.
- Gradually fold in the dry ingredients until no dry flour remains.
- Scoop rounded balls of dough onto the baking sheet, leaving space between each.

- For the filling, combine unsalted butter, brown sugar, and heavy cream in a saucepan. Stir until mixture thickens, then remove from heat and stir in vanilla.
- Spread caramel filling on the flat side of half of the cookies and top with the other half.
