Dip each piece of chicken into the flour mixture, shaking off any excess. Then, dip into the beaten eggs, and finally coat with panko breadcrumbs. Set aside.
In a small saucepan, combine honey, soy sauce, rice vinegar, minced garlic, and grated ginger. Heat over medium heat until it begins to simmer, then reduce heat and let it cook for 5 minutes. Remove from heat and set aside.
In a large skillet, heat vegetable oil over medium-high heat. Once hot, add the breaded chicken pieces in batches, making sure not to overcrowd the pan. Fry until golden brown and crispy, about 4-5 minutes per side. Remove and drain on paper towels.
In a large bowl, toss the fried chicken with the honey garlic sauce until evenly coated.
Serve immediately, garnished with chopped green onions and sesame seeds.
