In a large bowl, combine ground beef, soy sauce, sesame oil, garlic, ginger, chili paste, and green onions. Mix well.
Take a dumpling wrapper and place a small spoonful of the beef mixture in the center.
Moisten the edges of the wrapper with water, fold it in half, and pinch to seal.
Repeat until all the filling is used.
Heat oil in a pan over medium heat. Add the dumplings and fry until golden brown on both sides.
Add a splash of water to the pan, cover, and steam for about 5 minutes.
Serve hot with dipping sauce.
